description. one year after they pitched tent on the steps of campus administration building uc berkeley demonstrators returned today for rally. while they celebrate the passage of proposition 30 they are worried about whether proceeds of this tax measure will really ultimately trickle down to them. laura has the story from plaza on campus. >>reporter: mood festive as couple hundred demonstrators march from the plaza but the message was a serious one. two days after california voters passed proposition 30 to raise tax for public education the students want to seat results. where it counts on the campuses and in the classroom. >> students pay way too much to have a public education like really ridiculous so i think we deserve as much money as we can

boost the rebel forces. back at home. passage of proposition 36 this week signal a new cost conscious view of crime and punishment in the state revising california 3 strike law means that thousands of prison inmates could soon be back out on the street. tonight with the help of california watch part of the center for investigative reporting you will hear from 3 inmates awaiting their freedom. here is morning anchor eric thomas. [applause]. >>reporter: tuesday night was a chance to celebrate for supporters of proposition 36 initiative to scale back california 3 strike law. >> usually when people go to the poll they are voting to increase penalty. this is one of the few times actually in u.s. history where they said no. it's too harsh. >>reporter: no one was paying more attention to the vote than this group of prisoners at san quentin called hope for strikers. the group has been meeting for many years to bring awareness to the 3 strike law. >> i'm ed griffin and i got 27

years to live for possession of cocaine. >> my third strike is burglary of unoccupied dwelling. it was my first relapse after being clean and sober for almost 10 years. >> my third strike was instigating a fight. it was a non-violent felony and they gave me 25 to life. >>reporter: so john has already served 16 years behind bars. he's one of the nine,000 third strike intercalifornia prisons and one of the 3000 who will be eligible for a rehearing because of prop 36. >> my second time in prison. and my first 2 strike came from one case when i was 18 years old. 2 burglaries. >>reporter: now a judge could decide to remove his life sentence. >> it's a life sentence gets taken off then chances are that i may end up going home. because i have so much time already in.

>>reporter: sutter county district attorney adams opposed prop 36. >> california voted for 3 strike because they were tired of this idea of people going to prison getting out committing another felony victimizing somebody else going back getting out creating another victim and so on and so on. >>reporter: michael romano who helped write prop 36 says the 3 strike law will remain the toughest in the country. >> it is really trying to address what we think are the most excessive sentences in the country. close to in the country history. >>reporter: california is one of 27 states with a 3 strike law before prop 36 it was the only state to impose life sentences for non-violent third strike. romano says this week vote will reduce the strain in california penal system. >> make sure our prisons are not over crowded with people who don't deserve to be there and also helps people who have been sentenced to live for very minor non-violent conduct.

>>reporter: since 3 strike tl passed in 1994 crime has dropped but also dropped in other states that doesn't have 3 strike. politician across the country are questioning whether benefits of laws like 3 strike outweigh the cost. >> we need a safe country. i want to live in a safe neighborhood everybody does but we ought to look at the correction system and say is this really the way to do it? is there another way to do it? which could save us money and still keep us safe. i think there might be. >>reporter: as member of the senate judiciary committee senator durbin of illinois haas is doing a broad review of prison other policy. >> voters want to make sure those in government spend their money well and not wasting it. i also think they don't want america to be known as a country that does inhumane thing to the prisoners and incarcerates them unfairly for any lengthy period of time not justified. >>reporter: this week vote signal a new direction for california which was at the fore front of introducing law like 3 strike.

>> all eyes on california here. california started this trend as it starts so many trends and people are really lack to go see what people in the state are going to do with 3 strike law. >>reporter: adam director of public policy safety research at the center on the state says other states have also started to temper sentencing laws. >> those states may willing to revisit what they have done and may go a little further and other half of the state that haven't broached this issue in a serious way will probably say maybe now it's time. >>reporter: mean time for thousands of california inmates like john, prop 36 may now offer a chance at fresh start. >> i'm glad that people of california are having a chance to take a second look at this i'm hopeful. very hopeful. >>reporter: this is abc 7 new news. now to story about an arizona man who spent more than 3 decades in prison for a murder he says he did not commit. 77-year-old bill said he was innocent from the start saying he was framed by his

wife. now a judge is finally set him free. here's dan. you are looking at the first moment of freedom for man who hasghte spent 30 plus years trying to convince the world he's innocent. >> big day. family day, in the 1970's bill was convicted of killing 2 young adults in the desert of arizona. his son ron grew up believing his dad was a monster. until several years ago when he got a call from a lawyer telling him. >> i think your father is innocent and we are pretty sure your mom framed him. >>reporter: at the time of the arrest bill and carol's marriage was falling apart and carol was working at the local sheriff's office where she had access to the evidence in the murders. >> i don't have any doubt any more that my mom did this. >>reporter: did you frim your husband. >> no. absolutely not. >>reporter: we tracked ron's mother down and she agreed to this her first and only tv interview. the notion that your son would say that you are
